US Rules Out Ground Troops, Hints at Air Support in New Ukraine Peace Plan

As the White House pushes for a meeting between the leaders of Russia and Ukraine, new details are emerging about the United States’ potential role in a post-war security arrangement. President Donald Trump has unequivocally ruled out sending American soldiers to Ukraine but suggested that U.S. air support is a distinct possibility.
“When it comes to security… we’re willing to help them with things, especially, probably, if you talk about by air because nobody has stuff we have,” Trump said in an interview. His press secretary, Karoline Leavitt, later confirmed that air support is “an option and a possibility” under review, while reiterating that “boots on the ground” are off the table.
This clarification on military options comes as the administration works to organize a summit between President Vladimir Putin and President Volodymyr Zelenskyy. The White House claims Putin has agreed to meet within two weeks to discuss an end to the war, a claim that Russia has not yet publicly corroborated. Russian Foreign Minister Sergei Lavrov has stated that any such meeting requires extensive preparation.
The proposed summit aims to tackle the most difficult aspects of the conflict head-on. President Zelenskyy has said he is ready to discuss territorial issues directly with Putin, while security guarantees are being negotiated separately with allies. The ongoing discussions among NATO military leaders signal a concerted effort to build a framework for Ukraine’s long-term safety.
