Parliament to Debate Three Constitutional Amendment Bills on October 14–15

A special joint session of parliament will convene on October 14–15 to debate three proposed constitutional amendment bills. The decision was finalized after a meeting between the Parliament President Wan Muhamad Noor Matha, party whips, cabinet representatives, senators, and MPs from both government and opposition sides.
The three amendment proposals, submitted by the People’s Party, Pheu Thai Party, and Bhumjaithai Party, will be debated simultaneously but voted on separately during the first reading. A 42-member special committee will be established to further study the bills before they proceed to the next stages.
The total debate time has been set at 19 hours and 30 minutes, with specific allocations for the Senate, government coalition, and opposition parties. The debate will be broadcast live over the two days, and individual votes will be cast by all 700 members.
Mr. Wan stated that all parties agreed to move forward with constitutional reform aimed at drafting a new constitution in line with the Constitutional Court’s guidance. The court’s interpretation outlines permissible methods for amendments and the procedures for forming a Constitutional Drafting Assembly (CDA).
He emphasized that constitutional changes must follow all required readings and voting thresholds to ensure the legitimacy and transparency of the reform process.
