Vietnam’s National Assembly Standing Committee is deliberating on a draft law designed to streamline administrative processes and business regulations within the agriculture and environmental sectors. This legislative proposal seeks to amend 10 existing laws, encompassing areas such as plant protection, animal husbandry, fisheries, irrigation, water resources, veterinary services, and crop production.
The draft law aims to abolish 38 administrative procedures and 40 business conditions, with plans to simplify an additional 13 procedures. These measures are projected to significantly cut down processing times by a total of 904 days, offering substantial financial relief to businesses by saving them an estimated VNĐ189.9 billion (US$7.3 million) in compliance costs.
While lawmakers advocate for these reforms, they stress the importance of maintaining robust regulatory oversight. At the same time, the proposed legislation promotes decentralization efforts, aiming to delegate authority more effectively across various levels of government.
In addition to procedural changes, the bill also encourages the adoption of digital tools to enhance operational efficiency and product quality. The integration of technologies like QR codes and product traceability systems is highlighted as a means to improve inspection processes and ensure high standards are met in the agriculture and environment sectors.
The completion of the final draft is anticipated by July 25, as lawmakers continue to refine the proposal to balance regulatory control with streamlined processes that benefit both businesses and the environment.
