Vietnamese Party General Secretary and President Tô Lâm has emphasized the need for a stable but adaptable legal framework to foster investment, economic growth, and technological advancement in Vietnam. During a meeting in Hà Nội focused on institutional improvement and law enforcement, Lâm highlighted the importance of laws that provide certainty for individuals and businesses while being flexible enough to accommodate scientific and technological advancements, new business models, climate change, and international integration.
Lâm underscored that effective lawmaking and enforcement should be intertwined, aiming to eliminate administrative and investment hurdles, lower compliance costs, unlock resources, and safeguard the lawful rights and interests of citizens and businesses. He called for a comprehensive assessment of current legal documents, particularly those that impede investment, production, and business activities, and urged authorities to address issues impacting the reorganized state apparatus and citizens’ rights.
Lâm outlined long-term goals for Vietnam’s legal system, setting measurable targets for 2030. By 2045, he envisions a modern legal framework bolstered by digital data and artificial intelligence, coupled with a professional and transparent judicial system. He also advocated for enhanced accountability in the implementation of laws and policies, with each policy clearly identifying responsible agencies, necessary resources, implementation conditions, and expected outcomes. Administrative documents, he noted, should not impose requirements beyond those established by law.
Furthermore, Lâm stressed the importance of focusing on prevention and risk management rather than relying primarily on punitive measures. He advocated for the use of digital transformation and data-based governance to improve compliance, reduce administrative costs, and streamline the resolution of civil and commercial disputes.
