Thailand is pushing forward with negotiations for a reciprocal trade agreement with the United States, aiming to shield its exporters from potential tariff hikes. The talks center around the Agreement on Reciprocal Trade (ART), which seeks to mitigate the impact of a 12.5% U.S. tariff imposed under Section 301 due to issues related to forced labor in Thai imports.
Prime Minister Anutin Charnvirakul is anticipated to discuss these trade negotiations and tariff conditions with U.S. President Donald Trump. While there is no set deadline for finalizing the ART, Thai officials remain engaged in discussions to resolve outstanding issues.
The United States is also conducting an investigation into structural excess production capacity, which could lead to additional duties on Thai goods. This probe, initiated in March 2026, includes Thailand and several other significant trading nations. In response, Thai authorities have submitted data to contest U.S. claims, arguing that the production capacity in key sectors is higher than previously assessed by American officials.
Thailand is aiming for tariff terms similar to those granted to regional neighbors like Malaysia and Indonesia. Achieving such parity through the ART could enhance market access and provide greater stability for Thai exporters. However, the precise terms of tariffs remain under discussion.
The prospective agreement would also tackle U.S. concerns about trade barriers, investment, and access to Thailand’s markets. Once finalized, the deal would need to undergo Thailand’s domestic approval processes before becoming effective.
